All you can do is use Surface Automation techniques to create virtual images (regions) that you read via OCR. However OCR is not a perfect mechanism and it can make mistakes - this possibility has to be acknowledged and somehow managed to make your automated solution viable. If the PDF is digitised then there is a chance you could parse the text within to reach the information you want without having to resort to SA and OCR.
