Decipher Server 1.2 Upgrade

HI ,
I am trying to upgrade Decipher to Ver 1.2,
When I run Decipher Server 1.221.03230.msi , installation wizard is not appearing .
But other components wizards are coming properly .
Can someone guide please

msi were locked , after unlocking it I am able to install successfully
