If you log into the runtime resource does it appear in the control room as online? I suspect it will as Port 8199 is used once the resource is logged on and the automate application starts.
Port 8181 is the port that the login agent and application server use to communicate until such time that the runtime resource is logged on. To check communication, Telnet from the server to the resource on 8181 and vice versa and see whether that is blocked, if it is then that is your problem.
If in doubt about the port used, check the file LoginAgentService.config which is located in C:\ProgramData\Blue Prism Limited\Automate V3
There will be an entry similar to this.

The resource PC in control room is showing offline. The telnet to the App Server is working on 8199 from resource PC. Please let me know if you have faced similar issue.
