Connection string will be
Provider=Microsoft.ACE.OLEDB.16.0;Data Source='C:\Users\gopal\Downloads\Test.xlsx';Extended Properties='Excel 12.0 Xml;HDR=YES;'

Make sure to install AccessDatabaseEngine.

This should work for you. I did this recently and I have seen no negative impact on my machine. You basically delete a registry key for Office 16 Click-to-Run Extensibility Component. Before you do this on something other than your personal machine, you may want to verify with someone who knows why this registry key exists in the first place.

The quiet installation was meant to avoid this error
Run cmd as admin type in the full file path of access db engine ie c:\download\AccessDatabaseEngine.exe /quiet
The quiet flag will install the component without any errors
