(Which I installed on my desktop in June 2019.) For some reason, the extension says it was installed "based on policy" (see screenshot.) I did not set up any such policy. I am logged on as Administrator, so I should be able to uninstall. Also, when I go to the Chrome store and try to click "Remove from Chrome" - the button is disabled.
