Hub 4.7 SQL certificates

so I'm upgrading 4.6 to 4.7 hub and as per 4.7 we need to use ssl certs for the sql connection. while looking at the prerequisites it mentions:

"SQL Server must be configured to use SSL encryption."

This implies that encryption is required.
I need to know if the SQL Server must force encryption (which is a separate SQL Server configuration), or if the driver / interface library will request encryption from the SQL Server.
if its the driver that's requesting the encryption can anyone confirm which driver Hub uses? I believe hub uses DotNet via Microsoft.Data.SqlClient and version 4.1.0.

I understand you have a Support ticket open with this inquiry, but posting the answer here for searchability and visibility.

While Hub 4.7 requires a certificate for SQL Server, it is not a requirement to force encryption.
You can set this in the SQL Server Config Manager like so:
