The windows event log may contain clues about the 5, and it may also be useful to temporarily increase the BP logging to help understand what is happening. We recently upgraded to 6.10.3 and created an new environment as part of the upgrade. Since the upgrade 5 of my 15 RRs do not restart when I run this process on them.
