Can anyone help me understand the Set Up Queue Item under the Utility VBO Locking including its usage.

That's an ancient VBO Amador and should probably be taken out of circulation. If I recall correctly, the idea was to use a queue item as a token for which processes would compete in order to win the permission to perform some 'one at a time' activity, such as loading a data file. The VBO predates Environment Locks ans is now pretty much redundant.
