It imports excel data into a collection where all elements are text? If that is the solution then you should revisit the example of doing that in the Foundation Training. If what you need to do is more complex than that in some way then yes, you would need to create your own code stage action (do not amend the official VBO - create your own copy of it as your basis for new actions).
