Trigger bot on different process based on item availability in queue.

This is my first post over here. 🙂}
I am facing some challenge with bot scheduling.

We have a lot of process( approx 40 ) and around 20 bot to execute these processes. The challenge here is that we have no control when item will come for processing but we have made one bot to keep pushing item into different queues whenever any item arrives.

We want to create a mechanism so that whenever item is available in queue other 19 bot should be ready to trigger on its own on different process.

Can someone please guide me how we can achieve this. Or any reference document to solve this issue.
