Configure Chorus Comments that Show by Default in Processor Workspace

Currently, User Comments show by default in Processor Workspace.  We would like the ability for our users to be able to pick a different default in Preferences.  Furthermore, we would like the ability to define a different global default in Chorus Administration.

With 24.1. we already delivered the following 

The selection for the type of comments made by the user in comments card is being saved in the user Preferences. Hence the user does not have to keep switching every time they open the comments card.

With Respect to honoring this option in the preview of comments from the Work List - This is a bigger change with a higher impact that we anticipated.  We have created a backlog item for this to be looked into a future release.
