The issue comes while Blue Prism tries to interact with Chrome application using global send keys("^a{BS}").
"ERROR: Internal : Failed to perform step 2 in Navigate Stage 'Enter URL' on page 'Download File (UI mode)' - Access is denied."
The issue comes even while BluePrism tries to focus on the particular element instead of passing global send keys.
"ERROR: Internal : Failed to perform step 2 in Navigate Stage 'Enter URL' on page 'Download File (UI mode)' - Could not identify process owning the current foreground window"
The element in picture is the URL text box of chrome application which is spied in UI mode.
Please note that the BOT completes when it is run from the Studio but terminates when it is run from the control room.

Check below Knowledge base article - once you select the link > Select the customer login and use the same BP credentials- to open the knowledge base article.
I would suggest to take the screenshot when bot throw this exception, so that way you can adjust the code accordingly
Other suggestion would be add focus an/or active application before sending Global send keys.
As suggested in the article it's better to activate the application after launching the application
