Since you can run multiple processes without using unique licenses, how do companies decide how many licenses of Blue Prism to buy?

Blue Prism licenses the product based upon concurrent runtime sessions not by process.  So you need to estimate how many resources/robots you will need at peak times.   If you are unsure about our licensing model I recommend your organisation reaches out to your contacts in the Blue Prism sales or partner teams.
