It's the Windows desktop zoom setting - looks like you have it at 125%

Windows 7 : Control Panel\Appearance and Personalization\Display choose smaller 100% checkbox

There's no recommended screen size, use whatever works for you and your applications. As above, use 100% zoom and it's best to use a common screen resolution across all machines in dev, test and prod.
