Runtime Resource pooling

Can we create a runtime resource pool to which we can send business process requests on an as needed basis?

I created a Testpool9 having 5 HVD’s. It’s giving error when we assign 2nd process on that pool. Also, It’s always tries to assign process to only one HVD. Error Message - “testpool9 is too busy to run that process”. Were you able to configure the pool and working
