Hi,
This is common issue, Sometimes after creatng a new scheduler it will not create a session due to that is not relating in the scheduler entry in the backend. To resolve the same just restart your app server this issue will be resolved and the entry will relfect in the scheduler time table.
After performing the if its in working then you need to check below area's.
Check whether listner is up and running
Check runtime resource status is online and idel
Check whether person runtime resource check box is selected under the settings tab.
