Chorus UXB Form Save As and Import function

For UXB forms, current functionality does not allow to perform "Save As"  and overwrite an exiting form . 

Example :  TEST1  and  UXB1  projects already in environment. 

Current function  does not allow for TEST1 form to be saved as UXB2 .  
Enhancing the function to intentionally allow overwrite will help with ongoing maintenance and project implementation and at same time reducing unnecessary rework for presentation models.
A similar restriction is also present for import function.

Doran, 

This restriction was placed to avoid users overwriting someone else's work. 

However a similar request has come from IFDS too. So we think we can allow overwriting a UXB Project that is in draft state only via the Save As option.

It is in our Wishlist - however to be planned for a release it has to be prioritized against other epics
