Data Admin - Improve resource security management and reporting

Client has requested the ability to access the Security Admin tables to enable them to create reports against the User Definition table to highlight users who need security/resource updates/housekeeping maintenance. (FYI the security group / user (group and individual) table has a mas file but the associated acx file does not enable access to be connected to by default)

Maybe this could be achieved with a single "user resource access rollup" database view or table in (or visible to) the BI/OA database that was a rollup of user resource access (direct access and via group membership), similar to the privilege rollup?

Critical underlying component for user admin modernization efforts begun in 22.1 but put on hold.  Additional inputs, comments, use cases welcome as we address strategic Unified Logon needs - which includes the ability to 

1. activate and deactivate users
2. manage access to secured functions by group, individual, and resource
3. produce compliance reports by group, individual, and resource.
