Decipher Licensing service and Decipher server not Running

Hello,
Decipher Licensing service and Decipher server are not running on my machine, I tried rebooting my machine  uninstalling and reinstalling it. But, it still not running. 
Can I please get help on how I can resolve issue.

Hi Beatrice.

Assuming you are using v2.1, please take a look at the troubleshooting guide? There is a section on the licensing server not starting.
