Getting error <html><title>Cannot load block message</title>Status Code: 403'<br>MainBlockTemplate = 'index.html'<br>BlockMessage = 'blank.html'</html> while sending post request using http request action with content type "application/x-www-form-urlencoded"

HTTP 403 means Forbidden.
My guess is that you most likely have a proxy that blocks access.

Hi Andrey,

Yes, Proxy was blocking me. Used Proxy address while sending HTTP request and issue resolved.
