I am unfortunately facing the same issue:

"Internal : Could not execute code stage because exception thrown by code stage: Could not load file or assembly 'netstandard, Version=2.1.0.0, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)"

I wanted to follow you advise and download proper version of Oracle.ManagedDataAccess.dll , however, the link that you provided: https://download.oracle.com/otn/other/ole-oo4o/ODAC193Xcopy_32bit.zip
is giving me and my colleagues below error:
Could I please advise another place I could fetch this file form?

The problem is that you didn't accept the OTN license terms.

If you go here: https://www.oracle.com/database/technologies/odac-nuget-downloads.html ​

Try to download any lib and a pop up appears. You need to accept here the license. Then, try to access to this link https://download.oracle.com/otn/other/ole-oo4o/ODAC193Xcopy_32bit.zip and the download start automatically.
