I don't know why but "From" element spied as a list (web) not as HTML combo text
what to do?

This is happening as you are spying the field in Browser mode and not HTML mode.
In HTML mode, we used to have the following element types:
Whereas in Browser mode, we have the following element types:

Ideally you should be going with Browser mode as all Microsoft will be sunsetting IE completely which means no support would be provided for IE starting June 15, 2022. So many organizations have started migrating to newer browser versions for Chrome, Firefox and MS Edge. If you are using any of these modern browser, you will have to go with Browser mode as that will be only available to you when you select the application modeler configuration as below:
If you will be using Internet Explorer option as below, then only HTML mode will be enabled:
So I suggest if it is just for practice and you are not doing any automation as per your organization standards go with Browser mode only as that will be used most often going ahead.

Another question, what is the reason behind someone's bp environment doesn't have an HTML mode even though we pressed ALT many times but no HTML Mode is available?

The reason you are not getting both the option is because of the different application modeler configuration that we use at one time:
If you are using any of these modern browse option, then only the Browser mode option will be selected:
If you will be using Internet Explorer option as below, then only HTML mode will be enabled:
We can only select either one of the option at a time in a application modeler and this option changes the underlying spying technology for Blue Prism. Hence, for any given application modeler you can either only get HTML mode or Browser mode but not both while you are spying.
