Create Resource Group for Active Queue

We are exploring the possibility of using active queues as we automate more processes and we read on the help file that Active Queues can be assigned to "Resource Groups", but we can't seem to find how to create those which are different to Pools.  Thoughts?

We actually had the option to create group blocked due to permission purposes.  We have a follow up question.  Can Active Queues be used along with Scheduler? Or is it more like active queue would be used instead of scheduler?

My recommendation is usually not to use active queues at all.  Use Pools/Session Management/Schedular.     Active Queues are no more than the ground work for future intelligent work allocation features that are not in the product yet.

@Denis_Dennehy is there an advanced guide that explains how to achieve the same as Active Queues, but with pools and Session Management? We are trying to maximize the efficiency of our current licenses and make the process re-start on its own if there are still items in the queue pending.  Also that machines can run processes with other IDs but in the same resource to again maximize efficiency.
