Although not strictly related, just to add something else to the pot, take a look at the Utility - Data and Time Manipulation VBO to see if any of those actions may be of use. 'UTC To Local' has come in very handy on several occasions.

You can try this expression:
FormatDateTime(Now()+(LocalTime()-UTCTime()), "HH:mm:ss")

Good morning, All, (and this is pertinent in a second).
I feel like I am missing something here, but I believe the following will get you what you are looking for:
FormatDateTime(Today() & " " & LocalTime(), "HH:mm:ss")
It is too early in the morning for the 24-hour indication to trigger, but the time value is valid.
As I said, it is entirely possible that I am not fully awake yet.
