Probably a question for your BP representative. We offer short term evaluation licenses and 'internal use only' licenses for Partners, but most licenses are for Production use.
Apart from short-term eval licenses and Partner Development Licenses, a normal BP license is for Prod use. However, the terms are such that the Prod license can be re-used free of charge in non-Prod environments, ie Dev and Test.
