If you have enough licences and you have made no changes to normal operatiosn but suddenly run time resources (RTR) have become unresponsive to the scheduler for some unknown reason. You can also try restarting the the application server and database server.
We have to periodically restart these as the RTRs will start failing to communicate tith the BP application server for no apparent reason.
Turning it off and on again has helped us so we do it every few weeks until it starts happening again.
But there could be some other root cause.
