A user needs a way to generate a structured communications "letter" to support a campaign using a distribution list file.
Requirements include:
(1) One "source" that is created to include the distribution list (used in its native format) without personalization in the content
(2) In the event of a delivery failure to the end destination, we can create an exception work item for the campaign to research, update, or note the bad record
(3) One outbound source would be generated and attach the distribution file as "evidence".
