EQM - Client needs the ability to add email of "Highly restricted" and enhance on email header

One of the client would like to incorporate email classification (Public/Internal/Restricted/Highly restricted) in AWD EQM similar to current outlook feature.

Default classification would be restricted however user should have option to override and selected classification as applicable .

The options would be provided in the EQM and similar as the following screen.

(Highly restricted is also required)

Technically,  the client also need to add the parameters into the email header “X-ICCategory” to fulfill policy.

The main product ask here is the ability to add 0..n custom SMTP message headers (name/value pairs) as inputs to the AWD Email Service "SendEmail" SOAP operation.
The client side/Portal part the client could implement themselves as a separate form within the presentation flow.
