Hi, doing a new install of Decipher, can I just use the newest version of RabbitMQ (3.10.7)?

Yeah, I believe it should work. I used 3.10.6 and did not notice any issue.
However, there is specific version mapping for Erlang and RabbitMQ that you can check here
