As far as I know, the Scheduler functionality is dependent on the application server. If you have your Runtime Resources directly connected to the database, I would say no that it won't work.
However, if what you're trying to do is run Scheduler when Blue Prism is run on a single PC (both the Runtime Resource and the database being on the same PC), you can still make Scheduler work. You just need to set up an app server (bp server) on that local PC and then connect to the database through the app server.
Could you explain what you're trying to achieve?
