Decipher Licensing Service status is stuck at - "Starting"

Hi Guys
i have added the valid Blue Prism and Decipher License and Setup Sql Express, Added decipher VBO in BP Automate folder and trying to install the Blue prism components
To start with i installed with "Licensing service", the installation is completed successfully but the status of the service is still showing "Starting". What could be the reason for this issue?
Could you please help me out on this?
