Decipher server service does not start

Hello,

I am trying to deploy Decipher standalone on a Windows10 machine.
(Due to capacity constraints, only the DB was built on a separate machine.)

I installed everything, but only Decipher Server service cannot start.
I read the description in this link:

The error message in Windows Event Viewer is "Service cannot be started. The handle is invalid", so upon further investigation I found that it said "Invalid volume license Error - Generic".

I also checked RabbitMQ and it was normal as shown in the image below:

I got message "Queue is empty", therefore, it seems that the user running the Licensing Service has the correct database permissions.

Please let me know if there are any other possible causes or places to check.

The environment in which the service did not start was Windows 10, but when I installed it on Windows Server 2016, the service started successfully.
The installation requirements in the document state that Windows 10 is also OK, but it seems that it should be installed on a server OS after all.

I also checked this documentation, but it still doesn't improve:

If anyone here has knowledge of Decipher, please help.

Maybe it is the order in which the Windows services start.
