Evaluate- solutions on searching key words ,unstructured email ,judgement decisions

Hi there ,
Need tech solution for below scenario.please respond for each bullet point below inline for solutions on how to implement these technically . 
We need to 
1.Read free flowing emails from end user which are multi lingual (multiple languages (say 3 in this case for example)
2. Identify key words in emails and route to respective teams accordingly.(we have asked for key words )
3. There may be scenario's example  word like "Bill" appear in emails which might be linked to multiple departments(billing/dispute/corrections teams )but as of now unless we go through  entire emails it can be either routed to payments/Dispute/billing teams on this email.there may be lots of combinations ( we have asked if there are multiple combinations of "Bill" words for example so that we can use those combinations to route to respective teams). Currently humans are reviewing and based on the experience of reading multiple scenarios, they are routing to respective dept.
3.Also read scanned docs (images, converted pdf, Gifs ,tiffs etc) on key word identifications to identify to whom we need to route to.: I think  Solution is using OCR to do this capability.

I was thinking congnitive AI side(if agree how do we implement)  to make the Bot learn .

What is the best solution for the above scenario?
Also Do you recommend any strutural changes for clients say proper email format etc if that helps as a part of solutioning(which is mostly not possible and out of possibility but can suggest . This may not be possible considering process is in for some time, but please give options and solutions here)
