Interact Plugin installation issue

While trying to install the plugins for Interact I am getting the below mentioned error message. has anyone faced similar issues?
what access privileges and on which account the folder access needs to be provided

I haven't but it brings the obvious question - what permissions does the user have that is running the installation?

The user is running as admin rights but still facing the same issue. can we download the Nuget package offline and manually install it? Or the question is can we change the default location of the NuGet. config file location through web.config file as it is can't access the path.
Physically both the file and folder path doesn't exist
