Hello Manjit
We have a knowledge base article that explains in detail how the licensing works. Please find the link as below:
How does Blue Prism licensing work?
Any session either in 'Pending', 'Running' or 'Stopping' state on a Runtime Resource will be consuming a license

Theoretically If you play around with the database, yes you can.
Pointers for you:
1- Use Session Logs
2- Calculate number of sessions created during a particular interval (eg: 1 hour)
3- Figure out average running time of different processes
4- Use some more calculations to find out the MAX number of sessions running concurrently during your interval.
Number of sessions = Number of licenses consumed
Bingo!! You should get what you want. Enjoy Playing!!!
