The Java issue referenced by the link you posted mentions the misplacement of DLL in the wrong Windows folder.
However, I don't understand even the possibility of how this might happen since the official distribution (reference binary built) of Open JDK for Windows is provided as ZIP file without any installer, to be found here:
https://jdk.java.net/15/So I am wondering how this reported issue could even happen in the first place.
Maybe I am missing something?
