in the event log it gives me this error " Service cannot be started. The handle is invalid "

There are a couple of places you can check to see if there are any log files that may provide further details.
C:\WIndows\SysWOW64\config\systemprofile\AppData\Local\Blue Prism is one. The Decipher Server Service will be in the DecipherWebServer folder. Another place to look is C:\Windows\System32\config\systemprofile\AppData\Local\Blue Prism.

based on my experience very often this message is misleading and you should first test that your Licensing Service (even though it shows running) is generating a log file without errors. This was the root cause of decipher service not starting due to licensing service generating errors in error log but the message was misleading. Once fixed the errors produced from Licensing service Decipher service started without issue.

is there any possibility of Decipher licensing service showing no errors like the following
but containing errors?
If yes, how where can I see the error logs?

the log location for Licensing service is here "c:\Windows\System32\config\systemprofile\AppData\Local\Blue Prism\Decipher Licensing Service\". Can you show what error message you get in event log for Decipher service? If you get that Service cannot be started. Handle is invalid. Search for another occurrence which should contain more detail message.
