There are certainly ways to trace the cause of most issues and there may be ways to resolve the issue without starting all over again. This is highly dependant on the underlying issue.
The issue of the Decipher Server service not starting, has a few potential causes. But the most common one I've had myself, is where I forget to update the Blue Prism database name when installing the license service. I haven't seen a way to change this in the configuration, but you should be able to uninstall/reinstall just the licensing service with the correct database name.
Checking the Applications log in Event Viewer can help better understand what's causing the service to fail.
