Have you considered updating the work item data to blank/null just before marking as complete? For the exception case you might need the data again if you retry the case.
We are already setting work item data to blank for new items. But its the historical item data which we want to clear for completed and exception Items.
Also we will be clearing out the exception cases which are older than 1 year and retry is not needed.
NOTE: We cannot delete the processed items as the same are needed from status tracking purpose.

No, actually when I try to update the completed Item using "Set Data" it gives me an error that the item needs to be locked. And when I try to lock the item by "Get Item by Item ID" it gives an error that it is unable to get a completed Item.
Hence I am stuck here.
