Blue Prism is not a VM tool set, I would say use the right tool for the right job. Start by looking at the platform your organisation is already using for the virtual machines and see what automatic options it might have for creating and removing VM instances.
If you are talking about a Blue Prism resource pc rather than a virtual machine, they can be started and stopped via Blue Prism's command line options which you can look at in the online help. Note that each resourcepc that running a Blue Prism process will be consuming an additional Blue Prism licence.
