command line cannot see folder in windows/system32

After starting the command line through Start Process, that command line window is unable to see  the folder  c:\windows\system32\openssh.
When opening the command prompt with the user account on the machine (mine on a local machine, the digital worker on the vm) it works just fine, so it doesn't appear to be a permissioning issue with the accounts.
Has anyone experienced anything like using using Start Process to start c:\windows\system32\cmd.exe?

Yes, it happens on Windows x64 bits OS.

The trick that I found is to copy those EXE files I need in both folders (C:\Windows\System32) and (C:\Windows\SysWOW64) in both folders, for example, Ping.exe
