Allow users to create 'zones' (shown in the image below) without having to use Blocks. By using Blocks, if there is an error in any of those actions, it will be messed up. By allowing 'zones' or 'frames' for only visual purposes, it allows the user to easily manage their actions/outputs.
I support this. Currently we do this via Labels, but where a "zone" starts and stops isn't immediately clear when viewing the code. This would help with this.
Good idea Kevin. Using blocks for annotation was more of a happy accident than an intended design and as you correctly point out, it is not without risk.

Thumbs-up from me. A Block is an error-handling container, but many people use them to organize the page content. We could either have a different entity (Frame, Group or some such) or we could have a Block without a Recover behave as pure formatting. (Although the latter MIGHT cause some backward-compatibility issues.)
