Communications: Need a 'View Only' Role/Access for Content Administrator in Communications

Having a 'view only' role would allow reps to see the full content of a letter template without going through the process of creating a letter to see the details.  The existing Association Report does not sufficiently provide the full details of the templates or reusable content.

Are there two use cases?  One for a Communicator and one for a Content Administrator?  The title and the description reference two different roles.

As a communications user in the "Communicator Role", I need the ability to view/preview a letter composition ..... when I am trying to decide which letter to choose 

As a communications user in the "Content Administrator Role", I need the ability to view/preview the composition so that I don't have to start a letter to see what it is
