AutomateC set environment variable with setev, permissions problem

I am trying to use the AutomateC command utility to set environment variables using setev command.   My users has the permissions "Business Objects - Configure Environment Variables", "Processes - Configure Environment Variables",   Yet when I run the /setev command,  I get the error "Login failed: The wrong login type was used".   This same user credentials is able to successfully run the "importrelease" command.    Can you tell me if there is a permission setting I am overlooking that would allow this to work.

This worked for me using native BP credentials.

The user role had only the two EV permissions.
