Take a look at the troubleshooting guide, there is a specific response to your issue: Troubleshooting (blueprism.com)
If this does not work, and you are certain you've followed all of the post installation instructions, you should open a ticket with support.
For future Decipher questions, be sure to use the Decipher community instead of the product community.

Check under System > Configuration that you have the next stages enabled after OCR. Perhaps that might be preventing it to move ahead.
