I've installed sql express in a large number of client environments over the years and never had this error (and installed it on a colleagues laptop just yesterday with no issues) - so this is an issue bespoke to your environement. Googling the error it sounds like a security issue - so something within your infastructure seems to be blocking what you are doing, I would suggest getting help from your It team.
