When in chrome, navigate to flags (type: chrome://flags in search bar)
Search for Enable network service flag and Disable it.

I had similar issue with Chrome 72 and BP 6.4/6.4.1. When I upgraded to BP 6.4.2 , it started working. I also would suggest, uninstalling BP Extension from Chrome Web Store and reinstall after a reboot. Make sure the extension version is 1....
