That's quite tricky to answer, as it's not one I've seen before.
First thing I would check is that all the pre-requisites and minimum requirements are being met. IIS being installed, full database access (Database Owner/dbo), etc
If that's all in place, try uninstalling Decipher Service and installing again.
If you're still having trouble, I recommend raising a ticket with customer support. They are the experts at helping with these types of problems and will hopefully have you up and running asap.
